The U.S. has not tested the "Military Draft System" since 1998 and The Selective Service System plans a comprehensive test of the military draft machinery in 2009.
The Selective Service agency says they are NOT GEARING UP FOR A DRAFT. The test termed a, "readiness exercise" would test the system that randomly chooses draftees by birth date and the network of appeals boards that decide how to deal with conscientious objectors and others who want to delay reporting for duty, said Scott Campbell, Selective Service director for operations and chief information officer.
"We're kind of like a fire extinguisher. We sit on a shelf" until needed, Campbell said. "Everyone fears our machine for some reason. Our machine, unless the president and Congress get together and say, 'Turn the machine on' ... we're still on the shelf."
The current adminnistration continues to uphold its position of opposition to bringing back the draft and the White House, inspite of the posibility of increasing the U.S. Military's strength and numbers reaffirmed that its position has not changed.
If a draft were held today, it would be dramatically different from the one held during the Vietnam War. A series of reforms during the latter part of the Vietnam conflict changed the way the draft operated to make it more fair and equitable. If a draft were held today, there would be fewer reasons to excuse a man from service.
Before Congress made improvements to the draft in 1971, a man could qualify for a student deferment if he could show he was a full-time student making satisfactory progress toward a degree.
Under the current draft law, a college student can have his induction postponed only until the end of the current semester. A senior can be postponed until the end of the academic year.
If a draft were held today, local boards would better represent the communities they serve.
The changes in the new draft law made in 1971 included the provision that membership on the boards was required to be as representative as possible of the racial and national origin of registrants in the area served by the board.
A draft held today would use a lottery to determine the order of call.
Before the lottery was implemented in the latter part of the Vietnam conflict, Local Boards called men classified 1-A, 18 1/2 through 25 years old, oldest first. This resulted in uncertainty for the potential draftees during the entire time they were within the draft-eligible age group. A draft held today would use a lottery system under which a man would spend only one year in first priority for the draft - either the calendar year he turned 20 or the year his deferment ended. Each year after that, he would be placed in a succeedingly lower priority group and his liability for the draft would lessen accordingly. In this way, he would be spared the uncertainty of waiting until his 26th birthday to be certain he would not be drafted.

They need to open this up to women also. We sure don't need the government getting sued because it didn't include everyone.

The draft system of the Vietman Era only dealt with the male population. I do believe that's still the case since only males are required to register. Does that mean that if activated, the new draft system would still operate in the "male only" mode? I think this is an important factor to consider given that in today's society there is a significant representation of successful females (in all professional fields). Furthermore, today's military employs a considerable number of superb quality females who have demonstrated their skills in the worst of situations. I personally worked with many in my 23 year military career. If a current draft system does not operate in the "gender immaterial" mode, it would be overlooking a very valuable resource. Never mind the fear of legal recoil, we need to get with the 21st century program and recognize that females can perform just as well, in many cases better, than males.

this system of readiness makes me nervous. the notion of a draft with the current politics considered, seems like a complete carbon copy of the desasterous events surrounding the vietnam war. do you really think the american people would accept a draft at this point? If you do you need a labotamy. are they really stupid enough to think we should be prepaired to reenact vietnam if we have to? hey if you want riots in the streets go ahead and suport a draft. i'm just saying is all.

Hey- If all of you are so worked up about the draft not including women- here's an idea- just go sign up right now. Everyone who supports the war should go do something about it for a change. Especially the children of politicians. If these law makers (or more appropriately- BREAKERS) wish to pass legislation dealing with wars that were blundered into and based on outright lies, then let their own families be the first names on the Draft list. At least the crazy super- left- wingers go out and stand up for what they believe by protesting (and thusly have a nice 'file' kept on them, as well as surveillance and the like), and even being arrested. At least they do something- unlike you armchair warmongers. Do us all a favor and stand up for what you suppossedly believe in- BE ALL THAT YOU CAN BE!

the draft will never happen the only reason they even thought of bringing it back is because one stupid democrat thinks if we have a draft then the people will be less willing to go to war, its merely a scaretactic. there is no need for a draft, all 5 branches of the U.S. Military have met or exceeded their recruiting goals for 18 months straight and counting. if they want to increase troop sizes then they need to raise recruiting quotas. i guarantee you that the draft will be the downfall of the US. because none of the patriots in the military right now would ever risk their lives for some draftee who doesnt give a damn for his country. Having an all volunteer army is the reason that no other army can be beat the united states. Saddamn had a million man army, we sent in in 150000 troops and crushed them, why? because his army was forced to fight and most gave up before the shooting began. having an army full of draftees will be a disaster. if you want our troops to finish the job right and come home as soon as the job is done, then vote for senator mccain in the next election not some left-wing bastard who only cares for himself(kerry, obama, clinton). hooah
