Army to Tap Troops Not Yet Deployed

WASHINGTON (AFIS) - The Army's assignments branch is reaching out to Soldiers who have not deployed to combat in an effort to take some of the strain off of those who have deployed more than once.

More than half of the current 522,000-plus active-duty Army force has deployed to combat, said Army Maj. Gen. Sean J. Byrne, commander of U.S. Army Human Resources Command, in Alexandria, Va. Nearly a third are pending deployment, are in a deployable unit or still going through their initial training, he said.

Only 7 percent, or about 37,000 Soldiers, have not deployed and are not scheduled to deploy, Maj. Gen. Byrne said during a teleconference with Internet journalists and "bloggers." Those soldiers hold "institutional" slots in the Army at training posts, such as drill sergeants, or in recruiting commands, he said.

Now, the assignments branch is tracking and monitoring those Soldiers and, when it is practical, will swap them out with other soldiers due for second or third deployments.

"We are working to identify those Soldiers who have not deployed and deploy them when it makes sense," Maj. Gen. Byrne said. "As we move these soldiers into deploying units, those who have deployed can subsequently move out. They can take a break."

Byrne emphasized that managers will not slot Soldiers for combat simply because the Soldier has not deployed, but that assignments managers will match skills, experience and training with deploying positions.

"Deploying a Soldier is much more complex than simply deciding that he or she is to deploy. So we're reaching out to those who have not deployed, but we're trying to do it as smartly as possible," Maj. Gen. Byrne said. "We don't place people in jobs they're not trained for. It does the Soldier no good, and it clearly does the Army no good."

Rank plays a factor in assignments, as there is a greater need for lower-ranking officers and enlisted Soldiers. As soldiers are promoted, fewer slots are available. Soldiers' military specialty also makes a difference. Some specialties are needed stateside more than overseas. Others are in higher demand in combat than in the United States.

"This is a tough issue. We're doing everything we can to have equity throughout the force. We're doing everything we can to move people out of formations that have deployed more than once, give them a chance to take and break and move the folks into the formations," Maj. Gen. Byrne said. "We just want to do it right."

He said there is no specific percentage that Army officials want to get down to as far as those who have not deployed. It's more an effort to make combat deployments equitable across the force. In fact, some Soldiers may never deploy simply because their job is more critical in the United States rather than overseas, he said, citing specifically intelligence and some medical assignments.

He said those Soldiers still are supporting the global war on terror, but are "doing it where their skills and experiences are needed the most."

"Quite often the impact on the battlefield is not always commensurate to the proximity of the battlefield," Maj. Gen. Byrne said.

The HRC commander said he didn't believe those who have not deployed are avoiding the assignments. Instead, he said many times it is a matter of timing training, assignments and deployments.

"I hear far many more stories about those Soldiers who want to go back a second time or a third time and be part of the team. And I hear very little about those who don't want to deploy," he said. "There are a lot of Soldiers who have deployed and they are fighting to get back into the fight. We try to do the right thing for the individual and the institution."

Infantry, aviation, engineer, transportation and field artillery jobs are the most frequently deployed to combat, Maj. Gen. Byrne said.

Soldiers wanting combat tours should contact their assignments branch, he said. They also can state their preference on the Army's Web-based assignments program.

It is, in my opinion that all Soldiers should be deployable. We have had some who have served 3 tours in Iraq already. They need a break!! Our son is getting ready to go to Afghanistan & already served 13 mos. in Ramadi. I'm not saying to just start sending Soldiers who aren't trained, but let's get all trained so they don't have to do so many tours. unless you have a loved one who has experienced this war, you don't fully understand what the Soldier & their families go through on a daily basis.

AMEN to what Mom of a Soldier wrote. Lets get all military trained properly so they can go fight this war also! My son had to go to Iraq 3 mos. after BCT. Was he ready, NO! He made it o.k. but it aggravates me he will soon leave again when there are others who have never gone & have more training.
We wonder why these young men & women come back to the states with problems. I will add too, that they don't get the help they deserve either. I also think it unfair that some only go over to Iraq for a few months, 6 at the most. Let's give all Soldiers that sort of break. Yes, it depends on your job, but training is all it takes. God Bless all the young men & women who are currently serving.

amen to both the mom and dad that wrote in. my son is in the 4th brigade of the 3rd id and left for his second deployment in oct. 2007. this time for 15 months. i feel our government is letting us down,i dont mean the president, i mean the congrees.we need a much larger army, and they determine its size. how would you feel if you were deployed 8000 miles from home for multiple times, and the people who sent you there are playing games with the money. the people your protecting cant seem to suport you because it doesnt taste good anymore, why would war ever taste good, yet they still get on those troop transports without muttering a word, thank god for these brave young children of ours. america is a great country and we can do anything we put our mind to. we send our soldiers to quick and support them real slow, why is that. they are the only thing between us and the people who did 9-11, they deserve our support even when it dont taste good. we need to get real serious about these wars we are in and stop playing politics and do whats good for our country, i cannot put a price on my freedom can you. god bless the american soldier.

But I also believe that America was built on freedom.And that also means to get our freedom we have to fight for that it doesnt come free.We allow people to come in our country and have the chance to be free.What would happen if we didnt fight not only for our freedom but for others as well.We cant be selfish.Those people that are over fighting are doing it for god and our freedom to speak.they subport our country we need to subport the soilders as well.I dont see anyone else fighting.I think that people that complain about war they should be the one to fight for there own rights.But they rather complain about it.It takes real men and wowen to fight.

Yes, our sons & daughters knew what may happen when they enlisted to be in the military. But, until you have a loved one that has been in the war you can't have a clear understanding of what they & their families go through!!!! I can tell you first hand the military will tell you after basic you won't be going to war for a year. Well, guess what, my son was sent over there after 3 mos. had passed when BCT ended. My family supports our troops & are very proud of all our son has accomplished. It has made him a stronger individual but this war needs to end!
