Today's military members serve under the traditional 20-years-or-bust retirement plan which has been prized by generations of retirees.

That plan isn't going away for the current force. But a new plan might be offered as a voluntary option, promising at least some retirement benefits to many members who don't expect to serve 20 years.
The military is offering a new option for retirement allowing a more flexible program. The previous plan was 20 years or nothing but the new "flex" plan will allow people to get at least some benefits based on the time they served.

Sounded alright till you get to the "elgible for pay at 60 years of age". Anything over 10 yr serice gets something but over 20 gets the SHAFT. A 20 yr member at 40 yrs old has to wait 20 yr for benifits. Not much reason to stay past 10 yr. Even National Gaurd is that good.
