The United States has some concerns about a rising China, including a military expansion that may be excessive, Secretary of State Condoleezza Rice said Friday.
Beijing has spent heavily in recent years on adding submarines, missiles, fighter planes and other high-tech weapons to its arsenal and extending the reach of the 2.3 million-member People’s Liberation Army, the world’s largest fighting force.
Its reported military budget rose more than 14 percent this year to $35.3 billion, but outside estimates of China’s true spending are up to three times that level.
I believe that China at this time "walks softly" but is a force that should be of great concern to the U.S. and the world.

china is just stupid ,i have never seen such stupid .and the chinese people is increasing its army because china wants to take revenge from india ,japan , america and other country . they are such people who does not have any emotions ,they are just wild and evil against the world peace.
Usa spend way more on thier armies and got a way larger amount of naval/air force then china atm, so why cant china build when usa can?
Usa got 300 million people. so they need an army for that amount of people. China got 1300 million people, so they need an army for that amount of people, i dont think they want any war, i think that china whats to show that they can also make an army like usa, both are superpowers in this world, so both need large armies, i find if funny for usa to question chinas armie founding when usa is speeding so much much more then china. nobody is looking at spain or uk, they are building each 2-3 aircraft carries. only when china wants to have an army people start to question. i think usa is afraid of leaving the throne for china. / sweden
