Last I heard the army was cancelling that program.
And you dont need a waiver for tattoos, The army changed thier policys a while back you could have them everywhere except your head/face. As long as they are in good taste and no naked chicks/gang tattoos/ cruse words your pretty much good. They even allow tattoos on your hands and neck now. Yes it looks bad in uniform I agree but they allow it.

My understanding is that the GED program is only available to serving members of the US Military. I could be wrong, so the US Ladz can shout you on it.. I would google GED for options....

I was just told about two weeks ago that you have to get your GED and then they will take you. My god-son tryed t get in under the GED program but they said ou have to complete it first.
Good luck, you can take the pretest to see what yo need before hand and that gives you a starting point.

I have a tattoo and they haven't said a word other than making me write down the location and description.
However, I have one reasonable tattoo in a reasonable location (upper shoulder). For reasons far beyond the fact that I've applied to the army (although have not yet been accepted:cool:), I chose a fairly small and discreet tattoo instead of the battleship/carrier combo across my whole entire upper body :D
