money for school for army spouse

Ok well i was wondering if any one has heard of MGIB for spouses( i don't know what it's called that is what it says on the pay stubs) my husband pays for it every month for a year and gets a certin amount (way more than 1200)to pay for college classes. I heard ( i'm not sure where though) that either he can apply for it FOR ME, or i can apply for it for myself???? Is that right or can only military personnel sign up? Thank you very much
