If the Army is supposed to allow a soldier time off to help His/Her family move if it is not a pcs move. If so, how would one go about getting this when a company will not comply? Thanks,

If the soldier's chain of command won't authorize him to take leave then there's not much that you can do unfortunately. If a soldier was given time off everytime he needed to help his family with something then no work would ever get done because there wouldn't be many soldiers around.
