In boot camps in the United States are new soldiers allowed to take/ use cell phones?

No. If you take a cell phone it will be locked away with your personal belongings.

Yeah, you can take it. You aint keeping it though.

Having said that, I wouldnt think about canceling that contract just yet. Depending on what AIT location you go to, they some times allow you to have one during your off duty/ not in school hours. Also, some companies will be special arangements for people going off to basic. (ie putting you account on a hold)
