A breast reduction isn't going to keep you out of the service.
Yes, the doctor will give you a breast exam, as well as a quick look down below. While you will be covered with a gown, there isn't much on you the MEPS Dr. will not see.
At the beginning and end of the physical the Dr. will talk to you and give you an opportunity to explain anything you've marked on your medical form.
I won't advise you on how to handle this situation, all I can tell you is to go with your gut and what you think is right and best. It's your life.
