Bush Vows to Veto War-Funding Bills with Iraq Withdrawal Provisos

WASHINGTON, April 27, 2007 – President Bush today repeated his pledge that he’ll veto any congressional war-funding bills that stipulate a timetable for withdrawal of U.S. military forces from Iraq.

Earlier this week, the U.S. House, followed by the Senate, passed war-funding bills that call for a withdrawal of U.S. troops from Iraq to begin later this year.

“I haven’t vetoed the first (House) bill yet, but I’m going to,” Bush said to reporters with visiting Japanese Prime Minister Shinzo Abe at his side during a news conference at the presidential compound at Camp David, Md. “And, the reason why I’m going to is because the members of Congress have made military decisions on behalf of the military.”

Bush steadfastly maintains that military decisions fall under his purview as commander in chief of the armed forces, while also emphasizing that any withdrawal of U.S. forces from Iraq before the new Iraqi government can firmly establish itself would hurt military morale and put America in jeopardy.

“And, if the Congress wants to test my will as to whether or not I’ll accept a timetable for withdrawal, I won’t accept one,” Bush said. “I just don’t think it’s in the interest of our troops.”

In mid-February, additional American and Iraqi security forces began to deploy into Baghdad and western Iraq to tamp down insurgent-staged violence enough to provide a window of opportunity for the Iraqi government to get onto its feet. The deployment of U.S. forces into Baghdad and elsewhere in Iraq as part of the surge is expected to be completed by June, according to U.S. military officials.

The recent congressional legislation calls for “withdrawing (U.S. forces) before we’ve even finished reinforcing our troops in Baghdad,” Bush said. “They’re sending, in my judgment, a bad message to the Iraqis and to our enemy, and, most importantly, to our military folks.”

Bush said it was unfortunate that the Iraq issue “has evolved the way it has” on Capitol Hill. Nonetheless, the president emphasized that he’s sticking to his guns, and will veto any war-funding legislation calling for an early withdrawal of U.S. troops from Iraq.

“And, my veto will be sustained,” the president told reporters.

Bush first noted at the news conference that he and the first lady had enjoyed dinner last evening with Prime Minister Abe and his wife, Akie.

After private discussions with the senior Japanese minister, Bush told reporters that the alliance between the United States and Japan “has never been stronger.” Japan is the second-largest donor to the people of Iraq and it’s the third-largest donor to the Afghan people, Bush pointed out.

“And, I thank you Shinzo, and I thank the people of Japan for helping these young democracies survive in a troubled world,” Bush said. “I firmly believe that we’re helping lay a foundation for peace for generations to come.”

Abe said Japan “understands and supports U.S. efforts for the stabilization and reconstruction in Iraq, and Japan will carry on its own efforts to this same end.”

The U.S.-Japan relationship “is rooted in common values, especially our commitment to freedom and democracy,” Bush said, noting that he and Abe discussed possibilities for future partnership between their countries.

The two senior statesmen also “spent a lot of time talking about North Korea and our mutual desire for North Korea to meet its obligations,” Bush said, referring to North Korea’s pledge to jettison its nuclear weapons program.

Diplomacy is the best and wisest way to persuade North Korean leader Kim Jong Il that it’s in his country’s best interests to get rid of the nuclear weapons program, Bush said.

“It’s his choice to make ultimately, not our choice, as to whether he honors the agreement he agreed to,” Bush said of Kim Jong Il’s role in negotiations over his country’s nuclear weapons program.

The United States and its allies hope that Kim makes “the right choice for his country,” Bush said. But, North Korea cannot continue to stall, the president pointed out.

“We’ve got a strategy to make sure that the pressure we have initially applied is even greater. That’s our plan,” Bush said.

Our Military people will always do the job they are sent to do and yes they will be upset if it appears that the job is left unfinished but if the soldiers of the Gulf War would have been allowed to finish their job in the first place, we never would have had to enter into this war in the second place. In other words, because of one Bush's mistake we have another Bush making a bigger mistake by leaving our soldiers in a country who's people no longer wish for our help or interference.

How long is long enough? How do you define established government? If the Iraq government is not given an opportunity to flex its own muscle what will define established! The US needs to back out and let the Iraqis have their country back. Let their people define established government. Looking at history, sometimes civil war is a good thing because it allows differing views to come to an agreement.

Why is it that our government insists that we must be involved in every other country's business, to be their "big brother?" Other countries hate us because of this attitude which just puts the American people into harms way. Why can't we let the Iraqi people build their own government? Why are we in there saying who would be a good leader and direct what would be good laws for a culture that is unlike our own? The whole world does not need to think or act like "Americans." Bush is only making our country develop a poorer relationship with other nations who see America as a bully.

Mr. President, admit you are wrong, things did not go as you had hoped and SEND OUR SOLDIERS HOME! You are weakening our country's morale by disagreeing with the wishes of the people, both Democratic and Republican. You say we need to be there for our own protection, let's spend the money allotted for troup deployment to improve homeland security. In addition, how about all the future monies we will be spending on our injuried soldiers, supporting them for the rest of their lives because of physical and mental wounds. Let's save these brave people in more than one way! Let's not end up with another generation of "Vietnan-like" veterans. Let's channel our energies into to our own country and people.

If Japan is so much in favor of stablizing Iraq, why don't they send all their husbands, wives, sons, daughters, brothers, sisters, fathers, and mothers to do the job? I think it is time for America to pass the lead role to another then sit back and take to spectators view on things.

Yep, I want our best & bravest home, but when the mission is accomplished not when panzy politicians are ready to quit!

You think to many Americans are dying in Iraq? What about the Americans dying in Afghanistan, what about them? Are we talking about bringing them home? NO your not. Your to ready to lap up what the mainstream media feeds you everyday. All your focus is on Iraq and you don't even know what's going on in Afghanistan! Americans that are dying have voluteered to wear the uniform. They are fighting and dying for others; someithng bigger than themselves; something worth fighting for. Tell me how many Americans are murdered within our own borders and then tell me if the numbers even come close to those giving their lives in Iraq & Afghanistan? Where are the numbers of American murdered every year? Where is the "body count" for that? Where is the outrage for that? Keep lapping up what the media keeps feeding you; your doing exactly what they want you to do...

I agree with Aaron - we need to finish it or else it will be right here. My brother was in Desert Storm & has now re-up'd for 10 years. Like he has said, he'd rather go & finish the job this time, than to have his boys over there finishing it when they are older. Do I want my brother to go? No, but I am so proud that he is willing to fight for his country - even the people who don't apprecitate what they are doing.

No James, I'm sorry but I don't agree either. That would make us look no better than the terrorists & what they did on 911. Like I heard it said on a national news channell last night - we need to stop going back & saying this should've been done/ that should've been done & both political parties need to stop trying to prove who has the most power. This situation needs to be taken care of in the here & now - with some common sense! Polls are a joke! I agree they are just a pressure tactic. On another note, Aaron - you're sone is in my prayers along with the other brave women & men proudly serving our country.

I read the articles and the opinions on this site it disgusts me. I am a high school junior enlisting in the guard and I will be leaving for basic soon. When finished with school their is a chance of me being deployed. I am proud of myself and the achievements I have made. I hope to go to college and become an officer have a wife possibly kids. Even trying to get a job at the Army Depot. Not for one second have I thought that Iraq was not our war. I thought of the possibility. I want to fight for freedom. That’s what I am going to do. The Americans of the United States should do more to support the effort instead of posting stupid ideas on here. Like my teacher once told the class and pointed out to the rednecks that bombing Iraq is not an option. They don’t know what all is going on and don’t understand anything. Hope President Bush keeps up the campaign and hopefully when election time gets here whoever takes over will have the balls to continue the operations. God bless those over seas.

Leandra-thank you. I would recommend to all of you, don't lap up everything you hear in the media. Do your research from various news organizations and then make an informed decision. The bottom line is, this is not about poicy, this is about people, Americans who have volunteered to serve an organization and cause greater than themselves. They go knowing they may not come back, but they do it not for themselves but for their familes, for their country, for their battle-buddies to the left and right, front and back. They deserve our respect. They are our BEST & BRAVEST. They also deserve our support which is much more than the surrenders battle-cry; "Support the Troops, bring them home now". That is nothing more than hot air and meaningless words. I have been to many sites asking people who say they Support the Troops to put their time/money/effort where their mouth is! You support out best & bravest before, during, and after combat; anything less is NOT, I say again, NOT Supporting out Troops. I was proud to wear the unifrom for 20+ years but my service will never end for those who have stepped up and taken my place! None of you who have worn the uniform should feel any different! You can support our wounded Warriors through a program called; Cafe Leisure-more to follow. You can do something as simple as sending a Service member a care package that means alot to a Service member who see's that his/her fellow Americans care about them and giving them a peice of "Home" can really give them a boost. Serve your country today, contact a Service member in the combat zone! Do it today!
