SBP 2005/2006 Open Enrollment Period
Calculating Years Since Event (YSE).
To calculate the lump sum buy-in, requires determination of the YSE. To determine the YSE requires establishment of the earliest date a retiree could have made an election for the desired open enrollment coverage. The YSE will be the nearest whole year from the effective date of the election back to the earliest date the retiree could have made the election.
- The earliest date a retiree could have made an election is not dependent on the current dependent status.
- YES will not be adjusted for intervening periods where the SBP premium would have been suspended.
- The following scenarios provide examples of calculating YSE.
- YSE Example 1. Retiree is submitting an open enrollment election for Spouse on 5 October 2005. Retiree was married at retirement on 1 September 1980, divorced on 6 April 1982, and married current spouse on 1 November 1995. When the retiree retired he did not elect Spouse SBP. Based on this scenario the earliest date the retiree could have elected Spouse SBP was 1 September 1980. The nearest whole year to the event is 25. Therefore the YSE used to calculate OEIBP is 25. The period from 7 April 1982 to 1 November 1996 when SBP premiums would have been suspended have no bearing on determining YSE in this case.
- YSE Example 2. Retiree retired in September 1980 and submitted a Spouse open enrollment election October 2005. Retiree was married at retirement, divorced on 6 April 1982, and married current spouse on 1 November 1995. Retiree’s election at retirement was Spouse. On remarriage the retiree elected within one year of 1 November 1995 marriage not to resume coverage for new spouse. Based on this scenario the earliest date the retiree could have elected Spouse SBP and didn’t was 1 November 1996, the first anniversary of his new marriage. The nearest whole year to the event is nine. Therefore the YSE used to calculate OEIBP is nine. The period from 7 April 1982 to 1 November 1996 was a period when Spouse SBP premiums from his earlier election were suspended.

The right hand column, Date Used for YSE that corresponds to your desired election and status will provide the date you will use to calculate YSE.
