U.S. Flag for Soldiers Retiring from Active Duty
Section 644 of PL 105-261 requires the uniformed services to issue U.S. flags to soldiers who retire from active duty (including Reserve and National Guard soldiers) on or after 1 October 1998. Installation Transition Centers will be issuing the flags. The Transition Centers were given the mission without funding. The Retirements and Separations Branch of PERSCOM has submitted an unfinanced requirement (UFR) to cover installation flag costs through the end of FY 01. Action on the UFR is not expected until the end of the budget cycle (September). Most installations have begun issuing flags to today's retiring soldiers but are awaiting word on the UFR funding before proceeding with the retroactive issuing.
